2、Application Data for Applying for Receiving TV Programs at Home and Abroad Transmitted via Satellite：
Ⅰ. Content of the application report: Reception aim, reception satellite, reception contents, reception mode, range of target audience, installation site, etc.
Ⅱ. Number of copies of the application report: 3 copies of the application report for receiving domestic satellite TV programs transmitted via satellite; 4 copies of the application report for receiving overseas satellite TV programs transmitted via satellite.
Ⅲ. The procedure of submitting the application report: the application report should be firstly submitted to the local radio and television administration in the district or county where the applier is located, and then be submitted to the city radio and television administration after consent. Regarding the application for receiving overseas TV programs transmitted via satellite, the application report should be also submitted to the city security bureau.
Ⅳ. Related data needed
Regarding the application for receiving the TV programs at home and abroad transmitted via satellite, after the preliminary consent for authorities, the application unit should also provide the following data copies and submit them according to the same procedure of the application report:
1. Regarding the application for receiving domestic TV programs transmitted via satellite, the application unit should provide 3 copies of the following data:
(1) Business license for business units or institution code certificate for administrative institutions;
(2) Satellite Ground Reception Facility Installation License owned by the construction unit
(3) Project Agreement (Contract) signed by the application unit and the construction unit
(4) Project Design Plan
(5) Equipment access certificate
Regarding the application for receiving overseas TV programs transmitted via satellite, the application unit should provide 4 copies of the following data:
(1) Providing the same data required in item (1) ~ (5) for application for receiving domestic TV programs transmitted via satellite
(2) Foreigner’s passport, certificate of title to house property or house tenancy contract
(3) Invitation letter, employment approval document, official document for investment
(4) Official document for foreign affairs
(5) ID card of persons from Hong Kong, Macao and Taiwan
Ⅴ. Forms to be filled in
1. After preliminary examination of local district or county radio and television (culture) administration and consent of city radio and television administration on the application report and related data submitted by the application unit applying for receiving domestic satellite TV programs, the city radio and television administration will issue the application unit a Nanjing City Application Form for Receiving Domestic Satellite TV Programs. The application unit stamps the official seals of the application unit and the construction unit onto the form after filling in it, submits it to the local district or county radio and television (culture) administration for comments, and then submits three copies of the form to the city radio and television administration.
2. Concerning the application for receiving overseas TV programs transmitted via satellite, the application unit can fill in Nanjing City Application Form for Receiving Overseas Satellite TV Programs only after obtaining the approval both from the city radio and television administration and from the provincial authorities. With the official seals of the application unit, the construction unit and the local district or county radio and television (culture) administration, six copies of the form are submitted to the city radio and television administration and city police bureau.
Ⅵ.Acceptance
When the satellite ground receiving facilities are installed, the application unit should apply to the city radio and television administration (in written form or via telephone) for acceptance in time. After the acceptance is passed, the application unit is also required to fill in three copies of Registration Form of Certificate for Receiving Domestic Satellite TV Programs or six copies of Registration Form of Certificate for Receiving Overseas Satellite TV Programs with the official seals of the application unit, the construction unit and the local district or county radio and television (culture) administration. After the approval from the city radio and television administration (for domestic programs) and the provincial radio and television administration (for overseas programs), the certificate for receiving satellite TV programs is issued to the application unit.
3、Related Management Standard:
①. No individual is allowed to install satellite ground receiving facilities.
②. The unit with the Certificate for Receiving Overseas Satellite TV Programs must have a limited range of audience according to work requirements and should not install the receiving terminals at places beyond the regulated receiving range. It is forbidden to transmit received overseas TV programs in the unit’s CATV system.
③. No one is allowed to receive or spread reactionary or pornographic satellite TV programs via satellite ground receiving facilities.
